MPs welcome measures to address urban and rural settlement challenges

The Chamber of Deputies has welcomed the Government’s response to challenges identified during recent parliamentary oversight visits across the country, particularly in the areas of urban development, housing, and land use.

Presenting oral explanations, Minister of Infrastructure, Dr Gasore Jimmy, outlined a series of measures aimed at addressing gaps in settlement planning and improving living conditions for citizens.

A key priority highlighted is the commitment to ensure that essential infrastructure is put in place before the development of new settlements. This approach is expected to curb unplanned urban expansion while promoting more organised, sustainable communities.

The Minister also announced plans to upgrade and expand the national land information system, a move intended to strengthen land administration and improve overall land management.

In addition, efforts will be intensified to support districts in the preparation and implementation of physical plans, ensuring that local development aligns with the National Land Use Master Plan.

Access to basic services remains a central focus. A nationwide programme is underway to rehabilitate and expand 122 water supply systems across 11 districts, to reduce water shortages and increase access to clean water. At the same time, ongoing upgrades to medium- and low-voltage electricity distribution networks are expected to improve reliability and reduce power outages in both urban and rural areas.

Members of Parliament expressed satisfaction with these measures, while underscoring the importance of effective implementation and continuous monitoring to ensure that the planned interventions translate into tangible improvements in the daily lives of Rwandans.
