On 3 March 2026, the Plenary Sitting of the Chamber of Deputies requested the Minister of Agriculture and Animal Resources to present measures to strengthen the monitoring of post-harvest losses and improve market linkages for rice and maize.

The request followed a report by the Committee on Land, Agriculture, Livestock and Environment based on an audit by the Office of the Auditor General of State Finances (OAG). The report highlighted challenges in post-harvest infrastructure, noting that mechanized drying capacity stands at 9% for rice and 18% for maize, while storage facilities can accommodate only 33% of total harvests. Nearly one-third of drying infrastructure is also damaged.

As a result, post-harvest losses remain high, estimated at 12.4% for rice and 13.8% for maize, exceeding the national target of 5% by 2029. The audit also found that 12 out of 14 cooperatives visited in Nyagatare, Gatsibo, Gisagara and Rusizi districts had produce stored without secured markets.

Officials from the Ministry of Agriculture and Animal Resources (MINAGRI) informed the committee that the government is developing the Agriculture Management Information System (AMIS) to track production, post-harvest infrastructure and market linkages, with completion expected by December 2026.

During the same sitting, the Chamber also requested the Minister of Environment to expedite regulations to strengthen collaboration between the Rwanda Forestry Authority (RFA), district authorities and the City of Kigali, following another audit that highlighted gaps in forest management planning and monitoring.
