(a) social welfare in general and health of the population, with a focus on children, orphans, widows, people with disability, the elderly and the needy;
(b) health facilities and other matters related to medical services;
(c) epidemic diseases and other diseases;
(d) social security and community-based health insurance;
(e) employees and employment.
